History:
In the year 1844 in what is now Tokyo Japan, a baby was born. While not much is known about the baby's childhood, it is known that he had an older brother and a sister. However to his story and perhaps his destiny they are irrelevant. This baby's name was Saito Hajime, who at a young age was enlisted as a low ranking officer in the Shogun's army.
In the year 1862 Saito was forced to flee Tokyo after accidentally killing one of the Shogun's Samurai. He eventually began to teach swordsmanship at a Dojo his father was believed to have taught at. The style Saito used was not an official or traditional swords style and it eventually became known as Mugai Ryu. Saito served here for several years until enlisting in the Shensengumi.
As a member of the Shinsengumi, Saitō was said to be an introvert and a mysterious person; a common description of his personality says he "was not a man predisposed to small talk." His original position within the Shinsengumi was assistant to the vice commander. His duties included being a kenjutsu instructor. Despite prior connections to Aizu, his descendants dispute that he served as a spy. His role as an internal spy for the Shinsengumi is also questionable; one common example being that he is said to have been instructed to join Itō Kashitarō's splinter group in 1867, to spy on them. However, this is disputed by Abe Jūrō, who did not believe he was a spy. It is probable that he also monitored other intelligence and enemy activity. His controversial reputation comes from accounts that he executed several corrupt members of the Shinsengumi; however, rumors vary as to his role in the deaths of Takeda Kanryūsai and Tani Sanjūrō.
In the reorganization of the ranks in late 1864, he was first assigned as the fourth unit's captain. At Nishi Hongan-ji in April 1865 he was assigned as the third unit's captain. Saitō was considered to be on the same level as the first troop captain Okita Sōji and the second troop captain Nagakura Shinpachi. Together with the rest of the Shinsengumi, he became a hatamoto in 1867. After the outbreak of the Boshin War (1868–1869), Saitō took part in Shinsengumi's fight during the Battle of Toba-Fushimi and the Battle of Kōshū-Katsunuma, before withdrawing with the Shinsengumi's survivors to the Aizu domain.
Due to Hijikata Toshizō being incapacitated as a result of the injuries sustained at the Battle of Utsunomiya Castle, Saitō became the commander of the Aizu Shinsengumi around May 26, 1868 under the name Yamaguchi Jirō (which he had used since late 1867). After the Battle of Bonari Pass, when Hijikata decided to retreat from Aizu, Saitō parted with Hijikata and continued to fight with the Aizu army until the very end of the Battle of Aizu. This parting account was recorded in Kuwana retainer Taniguchi Shirōbei's diary, where it was recorded as an occurrence also involving Ōtori Keisuke, whom Hijikata requested to take command of the Shinsengumi; thus the said confrontation was not with Hijikata.
Saitō, along with the few remaining men of the Shinsengumi who went with him, fought against the imperial army at Nyorai-dō (a small temple near Aizuwakamatsu Castle), where they were severely outnumbered. It was at the Battle of Nyorai-dō that Saitō was thought to have been killed in action; however, he managed to get back to Aizu lines and joined the Aizu domain's military as a member of the Suzakutai. After Aizuwakamatsu Castle fell, Saitō joined a group of former Aizu retainers who traveled southwest to the Takada Domain in Echigo Province, where they were held as prisoners of war. In the records listing the Aizu men detained in Takada, Saitō is on record as Ichinose Denpachi.
Saitō, now known as Fujita Gorō, traveled to Tonami, the new domain of the Matsudaira clan of Aizu. He took up residence with Kurasawa Heijiemon, the Aizu karō who was an old friend of his from Kyoto. Kurasawa was involved in the migration of Aizu samurai to Tonami and the building up of the settlements in Tonami. In Tonami, Saitō met Shinoda Yaso, the daughter of an Aizu retainer. The two met through Kurasawa, who was then living with Ueda Shichirō, another Aizu retainer. Kurasawa sponsored Saitou and Yaso's marriage on August 25, 1871; the couple lived in Kurasawa's house. It was also around this time that Saitō may have become associated with the Police Bureau. Saitō and Yaso moved out of the Kurasawa house on February 10, 1873 and started living in the Ueda household. When on June 10, 1874 he left Tonami for Tokyo, Yaso moved in with Kurasawa and the Kurasawa family records last entry of her is on 1876. It is unknown what happened afterwards. It was around this time Saitō (Fujita Gorō) began to work as a police officer in the Tokyo Metropolitan Police Department.
In 1874, Saitō married Takagi Tokio. Tokio was the daughter of Takagi Kojūrō, a retainer of the Aizu domain. Her original name was Sada; she served for a time as lady-in-waiting to Matsudaira Teru. The marriage is believed to have been sponsored by the former Aizu karō Yamakawa Hiroshi and Sagawa Kanbei as well as the former lord of Aizu Matsudaira Katamori. Saitō and Tokio had three children: Tsutomu (1876–1956); Tsuyoshi (1879–1946); and Tatsuo (1886–1945).[9] Tsutomu and his wife Nishino Midori had seven children; the Fujita (Saitō) family continues to the present day through Tarō and Naoko Fujita, the children of Tsutomu's second son Makoto. Saitō's third son Tatsuo was adopted by the Numazawa family, Tokio's maternal relatives whose family had nearly been wiped out in the Boshin War.
He fought on the Meiji government's side during Saigō Takamori's Satsuma rebellion, as a member of the police forces sent to support the Imperial Japanese Army.
During his lifetime, Saitō shared some of his Shinsengumi experiences with a select few, these included Aizu natives Yamakawa Kenjirō and Takamine Hideo, whose houses he frequented. He would drink sake with Yamakawa and Takamine and tell stories of his past. However, he did not write anything about his activity in the Shinsengumi as Nagakura Shinpachi did. Saitō assisted Nagakura and Matsumoto Ryōjun in setting up a memorial monument in honor of Kondō Isami and Hijikata Toshizō.
Saitō worked for Ochanomizu University in later years, as well as for the Tokyo Higher Normal School and Tokyo Education Museum, jobs he secured thanks to his friendship with Takamine Hideo. Takamine also relied upon Saitō's skill as an appraiser of swords, and gave Saitō permission to freely enter his art warehouse.
Saitō's heavy drinking is believed to have contributed to his death from a stomach ulcer. He died in 1915 at age 72, sitting in seiza in his living room.
The Soul Society
After his death Saitō was reborn in the mid sixties area of the Zarakies. However his previous old state had become somewhat younger and Saitō appeared to be in his early teens again. In the Soul Society Saitō had no memory of his past life nor any recollection of his skills or abilities. It didn't take long however for Saitō to become hungry and require food. Saitō survived for several years on his own either by begging or stealing, spending a good amount of his time at a foster home within the Soul Society. This home would change everything when Saitō met Shoken Kururugi.
Shoken was a nobleman with issues, and his issues were he did not like the heir of his clan Shani Kururugi and was seeking someone to replace him. While Shoken couldn't void Shani's heir to the family's name because of Shani's blood, Shoken could raise a better warrior and over all better Shinigami. The only person he found fit for this task was Saitō whom he adopted after explaining his intentions. Saitō at this point had spent enough time on the streets and fighting for every little thing in life that despite the harsh training he eagerly accepted.
Upon becoming a Kururugi (which was an insult in more ways than just one, insulting Shani's father by Shoken taking adopting another child, but also a beggar at that), Saitō began to train vigorously under Shoken's hand. Shoken and Shusan despite their heritage did not use the same sword style. Shusan used a newer style while Shoken relied on a more traditional style that had been passed down through the generations. Saitō learned the more traditional style and thus a more apparent difference between Shani and Saitō developed quickly.
All while this was going on Shoken had Saitō enroll with many of the same schools and classes Shani was in. Shani had an advantage in the noble courts over Saitō due to his upbringing, however Saitō would be made to become just as intelligent. Likewise while it became more apparent that Saitō was adopted to be better than Shani, Saitō felt a bit of a rivalry between he and Shani and strove to be better in all things. Saitō made immense progress which pleased Shoken, who despite his harsh attitude towards Shani and Shusan, seemed like quiet the loving father figure for Saitō.
Finally the day came when Saitō was fit to appear to be a noble, while he was still lacking the arrogant air of superiority that most nobles had he was armed with a style of Swordsmanship that was revered. The Kururugi style that Saitō used was used at that point only by the head of the family, or people expected to be in the highest order of the Sixth Division. Saitō however had almost mastered it by the time Shani entered the academy, and Saitō was sent in at the same time.
Saitō stunned his swordsmanship teachers by knowing a sword style known only to belong to Taicho Kururugi. Saitō's style, unlike his brother Shani's did not rely too heavily on footwork, Saitō was quickly revealed to be rather strong. Saitō also believed that one shouldn't be moved, if their will is strong enough and their blade sharp enough, whatever got in the way of Saitō would be moved. Due to his skill in sword combat Saitō spent a great deal of time studying Kidou and other aspects of combat that didn't revolve around using a Zanpakutou.
As a result the amount of training Saitō did was able to be extremely focused on whatever topic Saitō was worried about. Saitō also wasn't in the same boat as Shani who took awhile to adjust and get focused in the academy, one of the reasons Saitō was annoyed when Shani ended up besting him in the Academy. Saitō had always been incredibly focused because occasionally his adopted grandfather would come in to check on him and make sure he was progressing well. Then on his time off, Saitō would be additionally trained in Shoken's style of combat.
Saitō also spent a good deal of time learning hand to hand combat in the event he couldn't make it to his weapon. Originally it was thought that Saitō wouldn't be as skilled or able in hand to hand, however in one incident he took on several students who loved hand to hand and defeated them suffering minimal injury. At the end of the Shinigami Academy the only aspect that Saitō hadn't worked too terribly hard on was his speed, and likely because of this Shani finished above him in the academy, despite an "Incorrect interpretation of skill." as Saitō would call their ruling to put them at the same level of ability with a Zanpakutou.
Soon after this despite thoughts that Saitō would be put in the Eleventh Divison, he was taken into the Sixth Division where he still trained closely with Shoken until his death. With Shoken's death however he placed Saitō as a Shinigami above Shani's father whom would be the next in line to be head of the family should Shani be killed. The decision was controversial and still can spark a heated debate within the family. It is believed that if another one of the Kururugi's were to join the Shinigami and get a similar rank to Saitō that they could in fact over ride Shoken's ruling and keep the blood line pure.
Saitō was soon also made the new Taicho Kururugi's sabordinate in Division Six. Saitō remained there for a significant time until he himself obtained Bankai. Shortly after that event, Saitō was made the new head of Division Eight where he's been serving ever since. Despite his new rank, Saitō still competes with Taicho Kururugi in every aspect viewing him often time pompous, and overly formal. Saitō also has developed once again a bit of a drinking problem due to the split in his family however it does not effect his work, remaining a social drinker, and one who drinks to ignore his family's issues.

Division 8: Reduced Skill cost amount by 1 Token
Free Skill: Shikai Mastery
Name: Hansoku tai Yokoshima (transgression against evil)
Description:
-Sealed: Quiet unlike it's other forms, Hansoku tai Yokoshima's sealed form appears to be a simple black Katana. The ore the sheath is made from is made of Volcanic Glass. Other than that, the actual blade itself appears quiet standard.
-Shikai: In order to call Shikai, Saitō must first sheath Hansoku tai Yokoshima. Upon calling Hansoku tai Yokoshima the blade turns from steel to clear crystal. The Blade then gains strength based on the amount of light around it making it's attacks light based.
-Bankai: Hansoku tai Yokoshima's Bankai is significantly stronger and unlike the Shikai does not require sheathing to be called. It has two forms, the first being its most basic sword form which appears to be a European Style one handed sword. This sword is made of Crystal just like the Shikai and likewise it uses light based attacks. However once this blade has been called for three posts it gains its true form.
In the Bankai's true form the blade glows a bright yellow color as the blade's physical form becomes that of light. In this form the blade behaves more like a whip than an actual sword, however without proper practice, the full use of this weapon isn't easy. When in it's Bankai form, the Inner Spirit tends to rely on its own instincts rather than completely trust Saitō's. As a result Saitō may try to use the blade one way, and it might itself try to fight a different way. This is actually intentional by Hansoku tai Yokoshima however, as when the Bankai is perfected, it can fight along Saitō as a perfect fluid partner allowing Saitō a great number of ways to attack. Saitō likewise can also revert the blade to its original crystal state when ever he needs to block an attack, however after its initial transformation he doesn't need to wait in order to re-transform it.
Defense with the Bankai in its light-whip state can also be performed by the unusual means of making the light attack the actual attack. For instance instead of parrying a weapon that's goal is to slice up Saitō, Saitō could instead attempt to have the whip's individual pieces rush the actual blade and counter attack with enough force to halt the blade. This technique is difficult though as it requires controlling each section of the light whip individually as well as dividing the blade.
It is also important to note that in its light whip form, the actual "Bladed" parts of the light which are used to cause damage are segmented and these segments can be broken into various different pieces and controlled individually, however this style has not been perfected and thus it is rare for Saitō to control more than one or two segments at a time.
Spirit Description:
Hansoku tai Yokoshima appears to be a tall man dressed in a Meji Government Offical's Uniform. Often times mirroring Saito he has really no taste or the weak or desire to be merciful. He also tends to copy Saito's habits of smoking and fights with the same style of Swordsmenship.
Hansoku tai Yokoshima has dark hair and black colorless eyes. He never smiles and often times looks almost sick or like one who has spent much time killing. Despite these sickly looking traits Hansoku tai Yokoshima appears to be in significantly better shape than even Saito, and his body posses no scars or birth marks.
Inner World:
Saitō's inner world appears to be the entire Universe spread out as far as the eye can see, however when one is there they feel as though they are standing on glass, directly below them the center of the Universe.
Attacks:
Shikai Attacks:
Light Wave: A basic energy based attack used at a range. Not really anything exceptional here other than its really bright and probably not a good idea to stare directly into it. (Not dangerous to anyone with 75 more attack, or 50 more Reiatsu, easily dodged by someone with 50 more speed)
Visual Bending: A more intricate technique that Saitō can use which causes the light coming in contact with Saitō's Shikai to bend, distorting the way the eye sees, making an enemy relying on vision crippled. The illusions caused by bending the light can make an enemy seem bigger or smaller, closer or further than they actually are, the goal is to force an enemy to make a move they might not want to make. (An Optical illusion and thus not effected by stats)
Bankai Attacks:
Conjure Convulsion: A bit of a two part attack, this attack was the first advanced attack Saitō learned how to use. It involved putting his weapon into its light-whip state and letting its segments break off around Saitō and his enemy. Once the enemy was sufficiently surrounded by all the parts Saitō would be left defenseless. However if Hansoku tai Yokoshima was paying attention it would return to Saitō at light speed, ripping through Saitō's enemy at various angles when it did. (If weapon skill is 75, Reiatsu is 50, or Speed is 100 above Saitō's then this attack can be easily dodged, blocked, or canceled out through Reiatsu flares/surges)
Scourge Slicing: A simple yet two part attack that is more difficult to pull off than the Conjure Convulsion due to the way it's pulled off. Saitō must manipulate the light-whip like a sword, thrusting forward with it while letting all the segments break apart. The segments then on their own are supposed to fly forward attempting to stab an enemy. Once they all reach the end of their attack, if Hansoku tai Yokoshima is paying attention they are supposed to attempt to slice the enemy from behind while they are unaware (assuming the enemy hasn't moved) and return to Saitō.
(If Speed is 100, Reiatsu is 50, or weapon skill is 40 higher than Saitō's this attack can be easily, dodged, stopped via reiatsu flare/surge, or deflected)
Passive Abilities:
Shikai: The Seven Spectrum: The Seven Spectrum is only reached once the Shikai has been called for ten posts. Once the Seven Spectrum state is reached, the hue of the Crystal in the Shikai begins to change. The Seven Spectrum releases more powerful and dangerous forms of the basic Shikai attacks, however the colors often change to different colors of the rainbow when they are used. (If Reiatsu is 75 or more than Saitō's, this is negated)
Bankai: Metaphysical Rebuilding: When going from light to whip form, Saitō can have the light reform in a position that is not in the state of the original Bankai. For example rather than return to a European like sword, Saitō could have the light bend before hand to have it reform like a Katana, or a mace.
